New Urgent and Emergency Care Plan 2025

Juliet Bouverie OBE, CEO of the Stroke Association, said:

“Stroke is a medical emergency which affects 240 people in the UK every day. Not only is it the country’s fourth leading cause of death but it is also the leading cause of complex adult disability. 1.9 million brain cells die every minute after a stroke hits, so timely treatment is vital.

“Long ambulance waits, handover delays and a lack of capacity in diagnostic testing have been preventing people affected by stroke from getting treatment when and where they need it. This threatens their survival and long-term recovery as all too often they are left to struggle with the avoidable impacts of the condition. This isn’t good enough.

“This new Urgent and Emergency Care Plan introduces ambitious measures which have the potential to change this – especially during pinch points, such as the winter. It also comes at a critical time ahead of the 10 Year Health Plan. Together, we hope the proposals will ensure stroke patients are better treated and supported from their first symptom through to a strong recovery.”
